 (BDMW), led by its president, advocate Rabindra Ghosh, met with the Deputy Commissioner (DC) of Thakurgaon district on Thursday, May 18, 2023, at approximately 11:15 AM.
During the meeting, the delegation discussed an incident that occurred on March 27, 2023, around 1:30 PM, at the village of Khangaon in Pirganj Upazila. They reported that three cases had been filed concerning a dispute over a debutter property (endowed religious property) where construction on a temple was obstructed and a physical assault took place. In response, the DC assured them that action would be taken after a thorough investigation. The DC was informed that the property contains two temples and that some of the land is being used as a marketplace. The DC promised to provide legal assistance. Later, the delegation also met with Additional Superintendent of Police Mo. Liza Akter, who also assured them of legal cooperation.
Subsequently, at around 6:00 PM on the same day, the human rights delegation, accompanied by members of the administration, conducted an on-site investigation. Local Hindu residents of the village claimed that the property is debutter land and has never been used as a marketplace. They also alleged that false cases had been filed against them.
According to CS Khatian (Cadastral Survey Record) number 719, plot number 325, of Khangaon Mouza, Pirganj Upazila, the 0.22-acre land is registered as debutter property for the use of the Hindu community. The document lists "Shri Shri Govindajiu Thakur Bigraha" as the owner, represented by its sevait (caretaker), the Honorable Maharaja Jagadishnath Roy, son of Maharaja Sir Girijanath Roy Bahadur, K.C.I.E., of Dinajpur Rajbati.
When asked to provide the SA Khatian (State Acquisition Record), local Hindu residents stated that they had tried on multiple occasions to obtain it from various government offices, including the record room, but were denied, being told that the SA record for that khatian could not be provided.
Advocate Rabindra Ghosh, president of BDMW, strongly condemned the incident and demanded a fair investigation and legal action.
